NRL to finish diesel quality project by March 2010

The diesel quality upgradation project of Numaligarh Refinery Ltd, a subsidiary of Bharat Petroleum Corporation Ltd, is set to achieve physical completion by December 2009 and mechanical completion by March 2010 in order to meet the requirements of the Auto Fuel Policy from April 2010 onwards. The project cost has been pegged at Rs 434.94 crore.

However, the project could be delayed slightly as consultant Engineers India Ltd is scheduled to complete it by April 2010, one month after the completion schedule approved by NRL board.

Numaligarh Refinery.jpgAccording to sources, process-detailed engineering and ordering and tendering are in progress. The process package for H2 unit is awaited from HTAS (Haldor Topsoe of Denmark). The contract for mechanical works for refinery turnaround has also been awarded.

The diesel quality upgradation project aims to produce high-speed diesel of Euro-III & IV norms. The project will revamp NRL's hydrocracker unit from 1.1 million tpa to 1.45 million tpa; and the H2 unit from 38,000 tpa to 48,150 tpa will add 0.35 million tpa to the CDU/VDU units and increase the capacity of the SRU unit from 14.5 tpd to 19.5 tpd.

Meanwhile, the company is also facing delays in ordering equipment and award of the work contracts owing to poor response from vendors and contractors on enquiry and from the licensors on technical information.

Numaligarh Refinery has been producing HSD conforming to BS-II and Euro-III grade up to 90 per cent capacity utilisation of crude distillation unit without additional capital investment. Since the present capacity utilisation of the refinery is restricted to 90 per cent for producing Euro-III grade HSD, steps have been  initiated to revamp the hydrocracker and hydrogen units for production of Euro-III HSD at 100 per cent capacity utilisation to meet requirements under the auto fuel policy.
