CPCL plans SPM project at Ennore |

Chennai Petroleum Corporation Ltd (CPCL) is likely to go ahead with the installation of a single point mooring (SPM) at Ennore in Tamil Nadu and off shore facilities for crude oil imports for its Manali refinery along with crude oil terminal and on shore pipeline. CPCL is likely to invest of Rs 1,000 crore in 2009 and Rs 7,000-8,000 crore over the next five years.
The decision has come in view of the inordinate delay in obtaining the right of way for a new crude oil pipeline from to Manali Refinery in Chennai, Tamil Nadu. As per the MoU signed in 20Chennai port03, the Chennai Port Trust was to give the right of way approval by December 2004. As it did not come till December 2008, CPCL was forced to think about the alternative project. The pumping weightage is low in the current pipeline, the tankers have to wait at the port and incur additional charges.
The SPM project to cost Rs 850 crore is likely to be erected off Ennore coast along with crude oil terminal and associated facilities. The proposed project is likely to enable very large crude carrier handling and will result in savings on the freight for crude oil transportation for Manali refinery.
The marine geo-tech survey has already been carried out at the SPM location by Comacode. The tendering for appointment of consultant for the preparation of DPR and Engineering procurement construction management services is expected to be awarded shortly. The DPR is expected to be ready by November 2009.
