REC enters in power generation

On 12 Jul 2008, REC invited EoIs to develop thermal power plants and associate coal mining.Rural Electrification Corporation (REC), a wholly owned Government of India Enterprise. Its main objective is to finance and promote rural electrification projects all over the country. On 12 Jul 2008, REC invited EoIs for the signing of MoU with power developers for development, construction and operation of thermal power plants and associated coal mining. The objective of the MoU will be to identify the coal mines and develop thermal power projects. REC wishes to shortlist four or five companies for block specific relationships.

During July 2008, total of 3,949 project related tenders worth Rs.22,496 crore being floated. Of the total tenders floated, 3,262 tenders worth Rs.16,281 crore were by state government agencies, 640 tenders worth Rs.6,210 crore were by central government agencies and private companies contributed to 47 tenders.

The month of July saw major development relating to the hydel based power. In all, sector saw the total of 35 project related tenders being floated. The prominent tender was floated by Bihar State Hydro-Electric Power Corporation. It invited EoIs for implementation of Indrapuri hydroelectric power project of 450 MW on BOOT basis in Rohtas district of Bihar.

Other prominent tenders came in from Uttarakhand Infrastructure Projects Company, a JV between Government of Uttarakhand and IL&FS, which invited bids for development of 14 small hydro power projects ranging from 0.20 MW to 18 MW at various locations in the state of Uttarakhand under PPP framework.

Among the major sectors, Roadways topped sector-wise list with 1,920 project tenders worth Rs.9,054 crore. Community services, Irrigation and waters supply followed the sector-wise list with 450 tenders worth Rs.3,660 crore, 292 tenders worth Rs.1,639 crore and 275 tenders worth Rs.1,753 crore, respectively.

Information Technology & Communications Department of Andhra Pradesh invited proposals for conducting techno-economic feasibility study for proposed Information technology Investment Regions (ITIRs) in Andhra Pradesh. Other prominent tender came in same sector from Centre for Development of Advanced Computing, a scientific society of Government of India, which invited bids for construction of C-DAC innovation park building at Pashan in Pune district of Maharashtra. 

National Highways Authority of India floated 14 project tenders worth Rs. 2,312 crore during July 2008. Among floated tenders most notable was for the development of Bijapur-Hungund section of NH-13 from km 102.00 to 202.00 on BOT (Toll) basis under NHDP-III in Karnataka.

The month saw the announcement for the construction of 22 skywalks in Mumbai. Mumbai Metropolitan Region Development Authority (MMRDA) invited 16 tenders and Maharashtra State Road Development Corporation (MSRDC) invited 6 tenders for construction of skywalks at various railway stations in Mumbai.

Among the major states Tamil Nadu topped the state list with 994 project related tenders worth Rs.2,328 crore. Maharashtra, Andhra Pradesh and Madhya Pradesh followed with 709 tenders worth Rs.2,958 crore, 351 tenders worth Rs.3,350 crore and 226 tenders worth Rs.3,906 crore, respectively.

Private Sector

In the private sector, 47 tenders were floated during July 2008. They were mainly in the Power and Aluminium sectors. Some major tenders floated in the month were by:

  • Era Infra Engineering, the flagship company of Era Group invited global RfQs for supply of boiler, turbine generator and control & instrumentation packages on EPC basis for 2x600 MW coal based sub-critical thermal power plant in Umaria district of Madhya Pradesh.
  • Essar Power Transmission Company invited global bids for EPC of 400/220 kV substation at Hazira for associated transmission system of 2x600 MW Mahan thermal power project.
  • Hyderabad based Himagiri Hydro Energy Private invited bids for turnkey execution of 280 MW Panan hydro electric project in the state of Sikkim.

Expression of Interests

In July 2008, 77 expression of interests (EoIs) related to Power, Railways, Hotels and Aluminium sectors were announced. Some major EoIs floated in the month were by:

  • Warangal Municipal Corporation invited EoIs for development of mega shopping mall and business class budget hotel on BOT basis under PPP at Warangal in the state of Andhra Pradesh.
  • Karnataka State Industrial Investment & Devp. Corporation invited global EoIs for design, build, operate, maintain and transfer of high speed rail link to Bangalore International Airport on BOT basis in Bangalore.
  • Central Public Works Department (CPWD) invited EoIs for construction of three major bridges for development of state highways in the state of Bihar under RSVY.

Empanelment of Consultants/Contractors

In the month of July 2008, around six notices were published inviting applications for the empanelment of consultants and contractors. Some of the major notices were:

  • Surya Hi-Tech Infrastructure, a Surya Group company invited applications for empanelment of architects for implementation of various projects.
  • Sabarmati River Front Development Corporation invited EoIs for empanelment of consultants for infrastructural services like water supply, drainage, road and street lighting and electrification etc for Sabarmati River Front Development Project in Gujarat.
  • Securities & Exchange Board of India (SEBI) invited applications for empanelment of architects for carrying out various works its residential and office premises located in Mumbai.
