Kerala to get a new international airport

The slowdown witnessed in project tendering activities since August 2008 continued in November 2008 also. One of the reasons for the sharp slowdown seen in October and November could be the election process on in major states like Delhi, Rajasthan, Madhya Pradesh and Chhattisgarh. [TABLE]

In November 2008, 2,843 project related tenders worth Rs.23,093 crore were floated, out of which 2,050 tenders worth Rs.17,058 crore were by state government agencies, 768 tenders worth Rs.5,994 crore were by Central government agencies and the balance 25 tenders were by private sector companies.

As usual, Roadways topped the sector-wise list with 1,097 project tenders worth Rs.11,450 crore. Community Services, Railways and Water Supply followed with 360 tenders worth Rs.2,413 crore, 309 tenders worth Rs.1,789 crore and 289 tenders worth Rs.2,325 crore, respectively.

In the Hydro Power sector, the month saw 31 project tenders worth Rs.113 crore being floated. Of these 31 tenders, the notable one was the EoI floated by Satluj Jal Vidyut Nigam for awarding EPC packages for civil and hydro-mechanical works in regards to the 775 MW Luhri hydro electric project in Himachal Pradesh. In the same sector, Super Hydro Electric Private, a Delhi-based company invited global bids for the civil and electro-mechanical works for the 4 MW Khirao Ganga and 24.3 MW Bhyundar Ganga hydro electric projects, near Govindghat in Uttarakhand.

The Hospital sector saw two large sized tenders being floated. One was the Punjab Infrastructure Development Board bid for construction of a Government Medical College & Hospital at Amritsar, Punjab. The second was from the Government of Karnataka, inviting contractors for the construction of a new 500-bed district hospital at Gulbarga, under the Karnataka Health System Development & Reform Project. In the same sector, Ministry of Health & Family Welfare, Government of India, invited EoIs calling design consultants for the redevelopment of Safdarjung hospital at New Delhi. The redevelopment is envisaged in phases over around six years at an estimated investment of Rs.4,000 crore.
 
Among the states, Maharashtra topped the state-wise list with 632 project tenders worth Rs.5,409 crore. Bihar, Andhra Pradesh and Tamil Nadu followed suit with 260 tenders worth Rs.5,954 crore, 254 tenders worth Rs.2,182 crore and 160 tenders worth Rs.992 crore, respectively.

Private Sector

Tendering activities in the private sector decelerated considerably in November. In all, 25 tenders were floated. They were mainly in the Power, Cement and Petroleum Oil & Gas sectors. Some of the major tenders were invited by:
  • Hindustan Oil Exploration Company, for drilling programme in FY 2009-10, for Block AAP-ON-94/1 in Assam.
  • Indcap Financial Services Private, to select a JV partner, for setting up a cement manufacturing plant in collaboration with Indcap’s client who has procured limestone mines in Madhya Pradesh.
  • Soham Renewable Energy India, a Bangalore-based independent power producer, for executing the Mulibettu small hydel project of 3x3.50 MW, on EPC basis, across Gurupur hole near Mulibettu village in Dakshina Kannada, Karnataka.
Expression of Interests (EoIs)

In November 2008, 60 EoIs (the count also includes the previously mentioned EoI’s) related to Power, Commercial Complex, Roadways and Shipping Infrastructure sectors, were announced. Some major EoIs floated in the month were announced by:
  • Kerala Industrial Infrastructure Development Corporation, for the selection of consultants to develop a greenfield international airport at Kannur.
  • Bihar Power Infrastructure Company (BPIC) - a JV of Government of Bihar, Bihar State Electricity Board and IL&FS IDC, for implementation of the 2x660 MW thermal power project, on BOO basis, in Bihar.
  • Infrastructure Corporation of Andhra Pradesh, for integrated commercial and institutional development of site belonging to district central library, on PPP basis, at Visakhapatnam, Andhra Pradesh.
  • Bodoland Infrastructure Development Company, for development of a residential knowledge hub under PPP mode, at Dologaon in Assam.
  • Tutuicorin Port Trust, for better economic usage of infrastructural facilities, at Zone-B of Tuticorin port on, BOT basis.
Empanelment of Consultants/Contractors

During November 2008, around 11 notices were published inviting applications for the empanelment of consultants and contractors. Some of the major notices were:
  • Karnataka Housing Board invited bids for empanelment of architectural and engineering firms and project management consultants.
  • National Aluminium Company, Government of India Enterprise, invited bids for engaging consultants for revamping the old boiler and augmenting ESP in Orissa
  • Reserve Bank of India invited bids for empanelment of contractors for composite renovation of office area at the bank’s central office building in Mumbai.
