Drastic fall in the project tendering activities by the National Highway Authority of India in the month of June 2008, saw a slump in tendering activities by way of cost, down by almost 50 per cent when compared with similar figures in April 2008. Against 36 tenders worth Rs.25,459 crore floated in April 2008 and 27 tenders worth Rs.17,011 crore floated in May 2008, NHAI floated just 12 tenders worth Rs.3,259 crore in June 2008.
In all, the month of June saw 3,438 project related tenders worth Rs.22,390 crore being floated. Owing to NHAI’s low tendering activities in the month, the aggregate value of project tenders have also dipped to Rs.22,390 crore in the month, from 38,642 crore in May 2008.
Of the total tenders floated, 2,660 tenders worth Rs.11,741 crore were by state government agencies, 747 tenders worth Rs.10,588 crore were by Central government agencies and private companies contributed to 31 tenders. The most notable project tender in the month was floated by Jammu & Kashmir State Power Development Corporation. It had invited global RfQs for to select a developer for setting up a 690 MW Ratle hydroelectric power project on BOOT basis, on Chenab River in Kishtwar, J&K.
Another interesting development during the month was the global invitation put out by the Indian Railways, to appoint consultants for preparing a pre-feasibility study on the Pune-Mumbai-Ahmedabad high-speed rail corridor.
In all, 101 tenders were invited for appointment of consultants for various projects, during June 2008. Airport Authority of India continuing its airports modernisation pursuit, invited tenders for shortlisting engineering consultants to construct a new airport at Itanagar in Arunachal Pradesh. The estimated project cost is Rs.451.96 crore.
Among the major sectors, Roadways accounted for 51 per cent of project tenders floated during June 2008. In the sector, 1,770 project tenders worth Rs.10,509 crore were announced. Community services, Railways and Irrigation followed the sector-wise list with 328 tenders worth Rs.1,020 crore, 265 tenders worth Rs.3,712 crore and 205 tenders worth Rs.1,727 crore, respectively.
In the Power Distribution sector, 114 project tenders worth Rs.273 crore were floated. Assam State Electricity Board was most active during the month. ASEB invited 36 project tenders for rural electrification works on turnkey basis, under Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) in various districts of the state. Among the sub-sectors of the social infrastructure sector, the Hospital sector saw increased tendering activities during the month. Tamil Nadu government’s health and welfare department floated 66 project related tenders for upgradation of government hospitals across Tamil Nadu. On 30 June 2008, Bihar government invited proposals for consultancy services for establishment of 600 bed hospital-cum-medical college at Pawapuri in Nawada district of Bihar. In all, the sector saw 139 project related tenders being floated in June 2008.
Among the major states Maharashtra topped the state list with 700 project related tenders worth Rs.3,769 crore. Bihar, Assam and Tamil Nadu followed with 289 tenders worth Rs.4,032 crore, 267 tenders worth Rs.639 crore and 251 tenders worth Rs.721 crore, respectively. Increased number of tenders floated by state government agencies for rural roads development under PMGSY, helped Assam to be amongst the top five tendering states. Private Sector
In the private sector, 31 tenders were floated during June 2008. They were mainly in the Power, Aluminium and Sugar sectors. Larsen & Tourbo invited global bids for the execution of electro-mechanical package of Singoli Bhatwari hydroelectric project in Rudraprayag, Uttarakhand.
Other prominent tenders came in from Sunil Hi-tech Engineers, a leading company in the field of fabrication and erection of thermal power plants, which invited bids for construction works of Integrated Cane Processing Project (ICPP) comprising of 6000 tccpd sugar plant, 30 MW co-generation plant and 60 klpd distillery at Gangakhed in Maharashtra.
Cairn Energy India invited EoIs for construction work of Bhogat terminal and Radhanpur terminal for Barmer Salaya Pipeline (BSPL) Project on EPC basis. Expression of Interests
In June 2008, 75 expression of interests (EoIs) related to Power, Hotels, Hospitals and Aluminium sectors were announced. Some major EoIs floated in the month were by:
Himachal Pradesh Infrastructure Development Board for appointment of consultants to prepare detailed proposals, that seek private sector participation in setting up medical collages in association with Mandi, Hamirpur and Una regional hospitals.
Punjab Infrastructure Board, for development of 5-star hotel and international convention centre, under PPP on BOT basis, at City Centre, Sector-62 in Mohali, Punjab.
Sikkim Power Development Corporation (SPDC), Government of Sikkim Enterprise, to shortlist power developers for setting up power project(s).
Empanelment of Consultants/Contactors
In the month of June 2008, around 10 notices were published inviting applications for the empanelment of consultants and contractors. Some of the major notices were: Rail Land Development Authority invited bids to empanel consultants, to select private partner/developer through a transparent bidding process, for developing railway land for commercial use to generate revenue by non-tariff measures.
Indian Oil Corporation invited bids for empanelment of contractors for construction of petroleum retail outlets, consumer outlets, consumer depots and works at terminals, depots, AFSs, TKDs etc in Delhi and Haryana.
Madhya Pradesh Housing Board invited bids for empanelment of architects/planners to design, plan and supervise various projects.
